Apple removes all VPN apps?

Just a few days ago from the current date, VPN providers have been notified by Apple with the following statement:

“We are writing to notify you that your application will be removed from the China App Store because it includes content that is illegal in China,”

For those of you outside China and use a VPN on the app store, you should be fine. Apple has also stated this

“We have been required to remove some VPN apps in China that do not meet the new regulations,”

So basically, as I understand it here, Apple has been required by some force of nature(most likely the Chinese government) to remove all the VPN apps from its Appstore. What I don’t understand here is why Apple is complying, about a year ago(give or take) Apple denied to help the FBI to access an iPhone(Note: Apple denied to help a lot of agencies for a lot of reasons). But, now Apple all of a sudden agrees to play by the rules??? I am beginning to believe that Apple has complied with the Chinese Government(Most likely the Chinese government anyways) because they are losing ground in China with their iPhone and maybe Apple feared that China would ban Apple products if they did not comply(I know it’s a long stretch).
